As the global open access scholarship movement gains momentum, many scholarly associations grapple with the complex issue of whether and how to convert their traditional, subscription based journals to an online, open access model. The University of Maryland (UMD) Libraries are pleased to announce that we have signed a cost neutral, three-year “Read and Publish” agreement with Cambridge University Press (CUP) in collaboration with our consortial partner NERL (formerly known as NorthEast Regional Libraries). This is the first Read and Publish deal for the Libraries, and became effective 1 January 2022. Under this CUP Read and Publish agreement, UMD authors may publish articles as gold Open Access without paying an Article Processing Charge (APC).

PACT members reviewed and discussed the draft Senate policy proposal. 

Two PACT members recently attended a nationwide TOME [Toward an Open Monograph Ecosystem]. They reported that many libraries and university presses are actively involved in this area.

PACT members discussed the Special Order Presentation for Senate held on November 10. The next step is to prepare for a Senate vote by putting the proposal into the Senate's formal proposal template in preparation for a Senate vote early next year.

Departmental visits and campus-wide forums continue to offer a place to discuss issues and answer questions.

During their November 5 meeting, the Graduate Student Government (GSG) passed a resolution officially endorsing the proposed policy on equitable access to scholarly research put forth by the University of Maryland Publishing, Access and Contract Terms (UMD PACT) group.
